Ordinance Requirements
The
following requirements, established to
guide ordinance development, are based upon General Plan content and
citizen
input. The
Neighborhood
compatibility/bulk and scale ordinance must:
- Bring
the Zoning Ordinance in line with General Plan requirements for
protection of neighborhood
and community character and scale.
- Address
citizen concerns regarding homes too large for their lots and
neighborhoods,
including:
- Bulk
and scale of homes
- Solar
access
- Privacy
- Preservation
of view corridors
- Be
compatible with existing and proposed Zoning Ordinance provisions.
- Encourage
and reward use of desirable home design elements that help address
citizen
concerns.
- Be
based on approaches that have been tested in other communities.
- Be
enforceable in a consistent, cost-effective manner by:
- Providing
clear, specific requirements
- Eliminating
the need for subjecrtive judgements by staff, City officials, and/or a
design review board
- Utilizing
simple, straightforward formulas and calculations
- Address
the fact that sizes of Morro Bay lots are widely varied, with some lots
as small as 2,400 square feet, and provide for the building of homes of
livable size on the smallest lots
- Support
the building of a wide variety of home designs and styles.
